The biggest issue is that it takes your concentration and there is a good chance that a Fireball (against multiple enemies) or a Hold Person/other CC (against one enemy) is a better choice. Imo that's not the reason, the damage is pretty decent for its level. Now most people see the 4d4 and get turned off by the spell because you're not rolling big dice. It's debatable whenever or not dragging an enemy out and back in during your turn trigger the damage again but if it does it's 8d4 damage per turn for the cost of a free hand (to keep the grapple) and some of your movement, hence your action and bonus action are still available for other stuff.
